She was startled to notice they weren't icicles but tears. The Ice Queen didn't understand this emotion of "sadness." She'd certainly heard of it before, but she was quite certain she had never experienced it. Everyone said her heart was as cold as ice, but it seemed to be melting at the thought of him.

Not just him, but at his rejection of her. He had said that he couldn't be with one who was so cold.

"Was I so cold?" she pondered to herself. She couldn't find an answer. All she knew in her icy heart was that she loved him and apparently didn't know how to show it in a way that would make him stay.

She was a complicated queen. She had a love/hate relationship with her subjects in that they "loved" to "hate" her which is exactly why she was too cold for the hero.

The icicles continued to form on her cold and frozen face as she mourned a love affair that never was.

Would there be another? Could there be another?

She knew not and the tears frozen to her face began to sting slightly.

She let out a sigh.

This could have been Elsa, had she not had Anna in her life to remind her how to love.

It's hard to believe the sheer volume of character development you packed into this fic. Rather than coming off as dense prose, it flows more like stream of consciousness, and remains relatable despite not knowing whether to root for or despise the queen.
